Tutorials of Fixing 0x800b0009 Error

I cannot install any program on my computer since I download windows 10. I installed windows 10 several months ago, I'm not sure it has anything to do with my problem.  But I need usefull suggestions to repair 0x800b0009 problem. Help please!
